Note: According to cannon support 👉 Two flashes: Printer is out of paper / Paper does not feed, reload paper on the Rear Tray and press the RESUME/CANCEL button.
Solution: Yes it's related to the paper stuck issue, but not out of paper. Watch the video for the solution.
